FUNCTION: Hexadecimal

DESCRIPTION:

The $ operator denotes that the following string is in hexadecimal notation

ARGUMENTS: $nnnnnnnn.mmmm

n is up to eight hexadecimal digits (denoting 32 bits of integer)

m is up to four hexadecimal digits (denoting 16 bits of fraction)
