i) Notwithstanding any other provision of law, a medical assistant may perform
venipuncture or skin puncture for the purposes of withdrawing blood upon
specific authorization and under the supervision of a licensed physician and
surgeon or a licensed podiatrist, or a physician assistant, a nurse practitioner,
or a nurse-midwife as provided in subdivision (a) of Section 2069, if prior
thereto the medical assistant has had at least the minimum amount of hours
of appropriate training pursuant to standards established by the Division of
Licensing. The medical assistant shall be issued a certificate by the training
institution or instructor indicating satisfactory completion of the training
required. A copy of the certificate shall be retained as a record by each
employer of the medical assistant

19) Examples of "first aid" being taught in WFR courses include
a) Injections
b) Epinephrine auto injectors (UT &OR exceptions)
i) However the law requires advance training and other requirements
c) Stapling or stitching (wound closure)
d) Administering Oxygen
e) Airways
20) These things violate state law as first aid in most states.
Problem for the Physician
21) First Aid instructors are telling students that they are allowed to do these things if
they are under the supervision and control of a physician
a) Students are then asking Physicians for protocols to undertake these activities
b) Protocols done outside of supervision and control of the physician are possibly
22) Physician is asked to provide prescriptions for program
a) Prescription is written to head of program
b) Prescription is carried by guide in program
c) Prescription is administered by guide to participant
i) Person
administering
drug and person receiving drug are not named on the
prescription
23) These acts done negligently are negligence Pro Se
a) Negligence Pro Se is negligence based on violation of a Statute
