33. A police officer on foot patrol observes a
woman running out of a department store
with a small television set in her arms. She
is followed by a security guard who shouts,
"Stop that woman! She has just stolen a
television set!" The police officer chases the
woman, who runs to a station wagon and
places the set in the back of it. The driver of
the station wagon, seeing the approaching
officer, drives away before the woman can
get into the car. At this point, the officer

not committed any crime and that she is
