22. Two police officers are assigned to respond
to a family dispute taking place in an
apartment. The officers approach the door
leading to the apartment and hear loud
arguing. They knock and the husband opens
the door. He tells the officer that an argu-
ment is taking place because of his wife's
excessive drinking habits. The wife is sitting
on the couch with what appears to be a glass
of whiskey in her hand. The officers advise
the husband that, if the problem should
occur again, he should call the police. The
actions of the officers in this situation were
