under direct and cross-examination to actual experiences encountered during the exercise. The exercise
will include participating in surveillance; conducting an interview; handling informants; gathering
evidence; preparing arrest and search warrants; making arrests and searches; handling and processing
prisoners; using vehicles, weapons, and communications equipment; recognizing contraband; writing
reports; demonstrating knowledge of federal court procedures; and other aspects of the criminal
investigative process. In recognition of the diverse organizational backgrounds of CITP students,
scenarios will encompass, to the extent possible, elements of activity common to all investigative
personnel. Where common organizational affiliations exist within a class, the scenario will involve
criminal violations pertinent to that organization.
OBJECTIVES:
At the conclusion of this practical exercise, the student will be able to:
1. Recognize and initiate logical investigative procedures.
2. Conduct productive interviews with witnesses and informants.
3. Conduct a proper surveillance and maintain a correct log.
4. Identify contraband including narcotics, counterfeit money, and/or illegal weapons.
5. Identify and contact appropriate sources of information (public records, computer sources, and so
on).
6. Conduct a thorough crime scene investigation and search.
7. Collect and preserve evidence and transmit it to the laboratory, etc., as appropriate.
8. Identify and describe persons, things, and places in accord with Constitutional standards.
9. Recognize violations of 18 USC 111 (Assaults).
10. Demonstrate recognition of Constitutional restraints on law enforcement activity (Constitutional law
and civil rights).
11. Recognize and develop all elements of a criminal offense.
12. Utilize effectively and safely the implements of law enforcement including vehicles, weapons,
handcuffs, and communications equipment.
13. Prepare legally sufficient search and arrest affidavits (complaints) and warrants.
14. Demonstrate acceptable arrest techniques with or without arrest warrants.
15. Demonstrate legally acceptable entries to effect arrests or searches.
16. Conduct a proper search pursuant to an arrest or a search warrant.
17. Conduct a legally acceptable warrantless search.
18. Question suspects and/or arrestees demonstrating cognizance of Fourth, Fifth, and Sixth Amend-
ment constraints.
19. Display correct judgment in "shoot­don't shoot" situations.
20. Demonstrate a proper felony vehicle stop.
21. Transport prisoners safely and in accord with prescribed procedures.
22. Demonstrate the ability to process prisoners including personal history, fingerprints, and mug shots.
23. Prepare a thorough and accurate report of investigation.
24. Demonstrate effective human relations skills in dealing with co-workers, witnesses, suspects,
attorneys, and other contacts.
25. Provide direct testimony during court proceedings that is accurate and in accord with recommended
techniques.
26. Demonstrate the ability to respond honestly and effectively to stringent cross-examination.
27. Facilitate the proper introduction of various types of evidence through appropriate testimony and
custodial safeguards.
28. Demonstrate correct courtroom attire and demeanor.
