Introduction
Welcome to one of the country's most unique independent, public television station MHz (WNVC),
a part of MHz NETWORKS.
This manual describes MHz NETWORKS' requirements for the broadcast of independent programs
and their underwriting announcements. MHz (WNVC) is licensed as a non-commercial, educational
public television station with the Federal Communications Commission. The Federal
Communications Commission (FCC) was created by Congress in the Communications Act of 1934 to
regulate all "wire and radio" communications in the United States. (The word "radio" also applies to
television). It is for this reason that MHz (WNVC) must follow the FCC's guidelines and regulations
for public television. This manual is provided to ensure that all underwriting announcements and
program content comply with those regulations. The rules and regulations included in this manual
are non-negotiable.
Throughout this manual, we have tried to come up with different permissible and impermissible
examples of underwriting to help producers better understand each guideline. The examples are
by no means an exhaustive list. Many factors go into determining if an underwriter or program
content is in violation of FCC guidelines. MHz NETWORKS reviews each underwriter individually. It
would be impossible to list all violations in a manual.
MHz NETWORKS reserves the right to review and update its guidelines and station policy as
needed. MHz NETWORKS will always give written notice when revisions are made.
