Top Scout keynotes Barcelona
Dr. Jacques Moreillon, Secretary General of the
World Organization of the Scout Movement, will
address the RI Convention in Barcelona June 24
Rotary International President Rick King, an IFSR Life Member,
picked IFSR Honorary Member Jacques Moreillon to keynote the RI
convention's Plenary Session on "New Generations," Rotary's
euphemism for programs that involve youth and young adults.

A preliminary agenda indicates "our
session" begins at 3:30 on the afternoon of
Monday, 24 June -- but double check
schedules provided at the convention for
times and places of convention events.
Dr. Moreillon told us he plans to speak
on the educational deficit of our times --
schools (formal education) tend to teach
more and more but to educate less and
less; that families (informal education)
give more and more independence to
young people but they do not acquire the
autonomy by which to manage that

How quickly time passes. It seems
like only yesterday that I accepted the
position of International Chair of
IFSR from PRID John Kenny of
Scotland. As chairman of IFSR, I
have been proud to play a part in
furthering partnerships with Rotary
and national Scout movements in
many different countries and have had
the opportunity to meet many
Rotarians worldwide with an interest
in Scouting.
In the past three years, the
international officers and I have
worked to foster a more cohesive
Fellowship, to build membership, and
expand to many new countries (now
39). Today we have a much stronger

World Organization
of the
Scout Movement
At least 300 million people throughout the world are or have been
Scouts. Scouting is in more than 200 countries and territories - and it
is being quickly reborn in Central and Eastern European countries.
The unifying force of Scouting is the
World Organization of the Scout
Movement (WOSM), headquartered in
Geneva, Switzerland. Dr. Jacques
Moreillon became WOSM's Secretary
General in 1988 after serving as Director
General of the International Committee
of the Red Cross. His ICRC career
spanned 25 years, during which he
visited 70 countries on 200 delicate
missions of negotiations designed to
help the victims of war and political
conflict. As ICRC Director General he
negotiated at ministerial or head-of-state
level, and was in charge of managing the
Organization and today he remains on
the Board of the ICRC.
There is an axiom that "once a Scout
always a Scout," and this is true of Dr.
Moreillon. In the Canton of Vaud
Switzerland, he spend 13 years as a Cub
Scout, Scout, Rover Scout, and as an
adult Scout Leader. He has a law degree
from the University of Lausanne and a
doctorate in political science from the
Graduate Institute of International
